According to an excerpt from the History of the City of Vratsa - Bulgarian Historical Society, publishing house on the Patriotic Front in 1976 at 12.30 pm on October 28 (November 9 new style) 1877 Vratsa was in the hands of Russian troops, led by a Russian officer, Major General Nikolai Leonov.
